It is a microprocessor controlled purpose-built switching box for clearing air-bag Error Code 41 (flashing air-bag light). It connects to the car battery and 2 pins in the diagnostics connector. When a start button is pressed on the box the Error Code gets cleared in about 15 seconds and the air-bag light is switched off.

The Air-bag light switching box is available for sale (perhaps to car service/repair businesses that may regularly need to clear the air-bag Error code 41) or for hire to others who may need to use it just once. A sizeable deposit will be required before the unit is sent out for a short-term hire.
